These answers come from the official MHADA Pune Board lottery information booklet for the September 2026 draw (lottery code PB-26-Aug, 20% Inclusive Housing) and the MHADA lottery portal. Where the booklet and a scheme listing differ, the scheme listing is what applies to that scheme.
This is a guide, not legal advice. Always confirm against the booklet and MHADA before you pay anything.
Applying
When do applications open and close?
Applications opened at 12:00 noon on 24 August 2026 and close at 23:59 on 15 September 2026. The booklet states that any application made outside this window will not be considered in the draw.
Where do I apply?
At the MHADA lottery portal housing.mhada.gov.in, or through the Mhada Housing Lottery System mobile app. You must complete registration before you can apply.
What documents should I keep ready?
- Your Aadhaar and PAN — both spouses' if you are married
- Full current address with PIN code
- Your own Aadhaar-linked mobile number and an email ID
- Domicile Certificate issued after 2018, with a barcode
- ITR for 1 Apr 2025 – 31 Mar 2026 (AY 2026-27), or a Tahsildar income certificate for the same period
- Caste certificate and caste validity certificate, if applying under a reserved category
- Bank details: bank name, branch, account number and IFSC
Can I apply for more than one flat?
Yes. You may apply for several scheme codes, and for every reservation category you qualify for within a scheme code. Each application needs its own separate deposit and fee. You cannot make two applications in the same category within the same scheme code.
If you win more than once you get one flat only and must surrender the rest. The same limit applies to you and your spouse jointly.
Can I change my application after submitting it?
No. Once the deposit is paid the application can only be viewed — no changes are possible. Check the printed receipt carefully.
Can I withdraw and get my deposit back before the draw?
No. The booklet states the application cannot be withdrawn before the lottery and the deposit is not refunded before the draw.
The form is in Marathi — can I fill it in English?
Mandatory fields and dropdown options are available in English only. Fields marked with an asterisk are compulsory.
Eligibility
What is the minimum age?
You must be 18 or older on the day you submit the application. There is no upper age limit.
I already own a flat. Can I still apply?
It depends where. Under Regulation 9(A) you are ineligible if you, your spouse or your minor children own a house, flat or residential plot within the local-body limits of the scheme you are applying to — whether allotted by MHADA, allotted by government, or bought privately. It covers ownership, hire-purchase, rental from MHADA and membership of a registered co-operative housing society.
The test is area-specific, so property in a different local-body area does not automatically disqualify you.
How long must I have lived in Maharashtra?
At least 15 continuous years within the last 20 years, counted from the advertisement date. The only accepted proof is a Domicile Certificate — issued after 2018 and carrying a barcode. No other document is accepted by the system. The requirement is relaxed for the Central Government employee (CG) category.
Which financial year is my income assessed on?
1 April 2025 to 31 March 2026, which is Assessment Year 2026-27.
What counts as proof of income?
Only two documents: the Income Tax Return for that period, or a Tahsildar's income certificate for the same period. Salary certificates, affidavits, employer letters and similar evidence are not accepted.
Does my spouse's income count?
Yes. Family income is the applicant's plus their spouse's, and declaring both is mandatory. If concealment is found, the allotment is cancelled at any stage and a criminal case is filed.
Can someone apply on behalf of a person with a disability?
Yes. Under the National Trust Act 1999, a related person may apply on behalf of an applicant with mental retardation or mental illness, and the individual's own income is considered. The UDID card is the only accepted proof.
Income groups
What are the income limits?

These are ceilings — the booklet notes that no minimum has been fixed for any group.
Can I apply for flats outside my own income group?
Yes, one tier upward:
- EWS applicants may apply for EWS and LIG flats
- LIG applicants may apply for LIG and MIG flats
- MIG applicants may apply for MIG and HIG flats
- HIG applicants may apply for HIG only
The ladder runs upward only — you cannot reach down into a cheaper tier.
Which income groups are in this Pune draw?
EWS and LIG only. Because of the one-tier-up rule, an EWS household can apply across both.
Money
What do I pay when I apply?
A refundable deposit (EMD) plus a non-refundable ₹708 — ₹600 fee plus 18% GST of ₹108.
In this draw the deposits published against the schemes are ₹15,000 for EWS flats and ₹20,000 for LIG flats. Always check the amount shown on the specific scheme's page before paying; the booklet's general slab table lists different standard figures, and the scheme listing is what applies.
How can I pay?
Net banking, credit card or debit card up to 23:59 on 15 September. For RTGS/NEFT you receive a challan, and the money must reach MHADA's account by bank working hours on 16 September. An SMS confirms the credit.
Can I pay from someone else's bank account?
No. Joint accounts and NRI accounts are also not accepted at application stage. After the provisional offer letter, payment must come from the applicant's or spouse's own account.
Is the listed flat price final?
No. The booklet describes it as provisional. MHADA retains the right to fix or increase the price, and if it rises the allottee is bound to pay the increase.
How is the flat price paid?
In two stages, counted from the date of the provisional offer letter email:

You may instead pay 100% within 45 days.
What happens if I miss a payment deadline?
Stage 1: a 15-day extension with interest. If the 25% is unpaid 60 days after the offer letter, the allotment is cancelled without prior notice.
Stage 2: up to a 90-day extension with interest, but you must apply for it in time. If the price is unpaid 195 days after the offer letter, the provisional offer letter is cancelled immediately.
What do I lose if I back out?

Refunds carry no interest. If you have paid nothing towards the price and the 1% exceeds your deposit, there is no refund at all.
What costs come on top of the flat price?
Stamp duty, registration fee, ground rent, non-agricultural assessment, GST where applicable, maintenance charges, and the society's own maintenance and repair costs. GST and maintenance must be paid before possession.
Can I take a home loan?
Yes. Your lender's officer requests a No Objection Certificate through you, and MHADA issues the NOC in that bank's name.
Reservation categories
How are the flats divided?
50% to the general public (GP); the rest across fifteen reserved categories — SC 11%, ST 6%, EX 5%, SG 5%, PH 3%, JR 2.5%, FF 2.5%, DF 2%, MP/MLA/MLC 2%, ME 2%, CG 2%, AR 2%, NT 1.5%, DT 1.5%. A 2% government discretionary quota has been stayed by court order and those flats moved to the general public category.
I am SC/ST/NT/DT — what do I need?
A caste certificate from a competent authority in Maharashtra, and a caste validity certificate from the caste scrutiny committee. In the 20% Inclusive and 15% Social Housing schemes — this draw is the former — the offer letter is not issued without the validity certificate, and winners must produce it within 3 months.
These certificates can take months. Start the process before the draw.
What proof do persons with disabilities need?
The UDID card from swavlambancard.gov.in, and nothing else. Covered conditions: blindness, low vision, leprosy cured, hearing impairment, locomotor disability, mental retardation and mental illness.
Can ex-servicemen from other states apply under EX?
No. The EX category is not available to ex-servicemen from other states. Dependants means spouse, sons, unmarried daughters, mother and father, and the family together may receive only one flat or plot.
Who qualifies under the artists (AR) category?
People working in film, television, theatre, tamasha, radio, painting, sculpture, craft, music or dance who depend primarily on their art for a living. Practising art in your spare time alongside another main occupation does not qualify. The certificate comes from the Directorate of Art / Cultural Affairs, Government of Maharashtra.
Who qualifies under CG?
Central Government employees living in a government residence in Maharashtra who will retire on reaching superannuation within 3 years, or who have already retired. Voluntary retirement does not qualify. This is the one category for which the 15-year domicile rule is relaxed.
After the draw
When is the draw and where are results published?
The computerised draw is on 13 October 2026 at 11:00. Winners and the waiting list are published on MHADA's website the same day at 18:00.
I won. What must I do, and by when?
Two things, both on tight clocks:
- Acceptance letter within 10 days of the draw. If it is not submitted, the system treats you as unwilling, cancels the allotment automatically and passes it to the waiting list.
- Scheme preference within 10 working days of the result, if you or your spouse won in more than one scheme code.
The booklet states that no request or complaint made afterwards will be entertained.
What if I disagree with the draft list?
The draft list of accepted applications is published on 29 September 2026 at 19:00. Online objections can be filed until 17:00 on 1 October 2026. The final list follows on 8 October at 19:00.
When do I get possession?
The possession letter is issued only after the local body grants the Occupancy Certificate, and the full price must be paid before you take possession. MHADA states it is not responsible for delays in the builder obtaining that certificate.
What if my documents turn out to be wrong?
If documents are found to be forged at any stage after winning, the flat is repossessed, the entire sale price paid is forfeited, and legal action follows.
